B) Dampen needle movement.
Compasses could be built to withstand pressure and moisture problems, but the housings of compasses are filled with fluid- usually oil- to dampen the oscillations, or back-and-forth movement of the needle. The fluid makes the needle respond slowly, but increases accuracy because the needle is not sensitive to minor movements, as it would be if it were suspended in air
